Investment climate.
Krasnodar Krai is one of 5 Russian regions-leaders for the level of investment activity and investment attractiveness:
- 1st place in The Southern Federal District and 5th – in Russia for the volume of invited investments.
- 7th place among Russian regions with the lowest investment risks.
- 2nd place in the rating of Russian regions for legislative activity in the sphere of investments.
- 1st place in the rating of competitive ability of Russian regions.
Krasnodar was considered as “The best city for business in Russia” by Forbes twice: in 2008 and in 2009.
Having examined the situation in 30 large cities (except for Moscow and St. Petersburg) according to 22 indicators of social-economic development , the experts concluded that it is appropriate particularly in Krasnodar:
- business climate;
- purchasing power;
- stability during the crisis;
- social characteristics;
- infrastructure;
- convenience of doing business for owners and top-managers of companies.
The basic factors of investment attractiveness in Krai:
• Favourable geographic location and well-developed transport infrastructure
• Political stability of the region
• Diversified economics with a high share of small business
• High potential of agricultural enterprises
• The existence of unique recreational resources, that provide the development of almost all types of tourism and recreational industries
• The existence of rich soils, that allow to grow all the spectrum of crops of temperate zones and certain types of subtropical cultivations.
• Rich natural resources
• The existence of high-qualified labour power
• Protection of investors’ rights.
The stability of investors’ rights is guaranteed on the territory of Krasnodar Krai. Investments can not be nationalized, confiscated without compensation. Other measures, equivalent to the mentioned for consequences, can not be applied to the investments. The activity of foreign investors on the territory of Krasnodar Krai is provided with absolute and unconditional legal protection in accordance with international agreements, that operate on the territory of Russian Federation, national law and legislation of Krasnodar Krai. Rights of ownership of land are reliably protected by law. The united cadastre of property and land owners is created.
Simple and transparent system of taxation and tax exemptions.
Investment activity on the territory of Krasnodar Krai is regulated by the law of Krasnodar Krai from 2 July 2004 N 731-ÊÇ “About state stimulation of investment activity in Krasnodar Krai.”
The following points are regulated by the power of this Law:
• Granting benefits to investors for taxes, and also an establishment of preferential treatment of using the land and other natural resources.
• Participating of public authorities of Krasnodar Krai in development and realization of priority investment projects, that have important economic and social significance.
• Granting on competition basis governmental grants of Krasnodar Krai to investment projects.
• Granting budget loans on competition basis to investors to finance investment projects.
• Subsidization (compensation) of part of expenses for paying interests for credit from regional budget.
